Hallmark Texas City Asphalt Paving provides asphalt paving, sealcoating, crack sealing, pothole repair, parking lot maintenance, grading, and related exterior paving services in Texas City, TX and surrounding areas. The specific scope of work for any project is defined in a written estimate or contract provided to the customer before work begins.
We reserve the right to decline any project at our discretion.
All estimates are provided in writing and reflect the scope of work discussed at the time of the site visit. Estimates are valid for 30 days unless otherwise noted. Prices may change if the scope of work changes, or if site conditions differ materially from what was observed during the estimate visit.
Estimates are not guarantees of final price. If conditions discovered during the job require additional work beyond the original scope, we will notify you and obtain your approval before proceeding with the additional work.
Material costs, particularly for asphalt, fluctuate with fuel and raw material prices. We will inform you of any material price changes that affect your project before the work starts.
We schedule work based on availability, weather conditions, and project sequencing. We will provide you with a start date and communicate any changes as early as possible.
Asphalt paving and sealcoating require dry weather to perform properly. We reserve the right to postpone scheduled work due to rain, extreme temperatures, or other weather conditions that would affect quality. We will reschedule as quickly as conditions allow.
If you need to cancel a scheduled project, please notify us as soon as possible. Cancellations made less than 48 hours before a scheduled start date may be subject to a cancellation fee to cover mobilization costs. Any deposit paid is non-refundable if work has already commenced or materials have been ordered.
Payment terms are specified in your written estimate or contract. In general, a deposit may be required before work begins, with the balance due upon completion. We accept payment by check, cash, or electronic transfer as agreed in advance.
Invoices not paid within the agreed timeframe may accrue a late fee of up to 1.5 percent per month on the outstanding balance, unless otherwise specified in your contract. We reserve the right to pursue collection of unpaid balances through legal means.

We are not responsible for damage to unmarked underground utilities or features that were not disclosed to us prior to the start of work.
We stand behind the quality of our work. If you believe there is a workmanship defect in a completed project, contact us in writing within a reasonable time after the work is completed. We will evaluate the issue and, where a workmanship defect is confirmed, perform corrective work at no additional charge.
Warranty coverage does not apply to damage caused by conditions outside our control, including but not limited to: tree root movement, utility repairs, subsurface settlement, flooding, vehicle damage, or normal wear and aging. The Gulf Coast climate - heat, humidity, heavy rainfall, and clay soil movement - places unique stress on paved surfaces, and performance expectations should account for these conditions.
No warranty, express or implied, is provided for services beyond those described in your written contract.
To the maximum extent permitted by law, Hallmark Texas City Asphalt Paving is not liable for any indirect, incidental, special, consequential, or punitive damages arising from our services or from your use of our website. Our total liability to you for any claim related to services we perform shall not exceed the amount you paid us for the specific project giving rise to the claim.
We are not responsible for losses caused by events outside our control, including natural disasters, severe weather, acts of government, or supply chain disruptions.
Our website is provided "as is" without warranties of any kind. We do not warrant that the website will be uninterrupted, error-free, or free of viruses or other harmful components. Information on the website is provided for general reference only and does not constitute a binding quote or contract.
